PPS’ past performance clearly shows our expertise and commitment to quality exercise programs, but we are committed to moving into the future of multi-element incident exercises.

The following are sample projects from 2001 to present:

US EPA Region 1: Multiple Exercise Contract.

Awarded this contract to PPS based on our experience, quality of service and overall value. The contract is a single year award for up to five exercises in that year. The exercises will involve a threat-based scenario with chemical release for local communities in the New England Region. The exercises are designed with input from the local design teams to meet their exercise requirements. We are working closely with Contract Officer’s Technical Representative and the FEMA Representative to the exercises to ensure their and the participating local communities’ needs are met.

HOVENSA LLC: Conducted HSEEP Exercise and NIMS ICS Training.

PPS designed, developed and conducted a 1-day HSEEP Security Tabletop Exercise and Workshop for the HOVENSA Refinery in Christiansted, St. Croix in the US Virgin Islands. The day prior to the exercise, PPS conducted ICS training for two separate groups of HOVENSA personnel. During the design phase of this exercise, PPS facilitated teleconference design meetings with the facility personnel in an effort to minimize costs. This exercise involved over 40 participants from the HOVENSA Refinery, Federal representatives from the US Coast Guard Marine Safety Office in San Juan Puerto Rico, FBI Representatives from St. Croix and San Juan PR, DHS/Border Patrol, and territorial Law Enforcement Representatives from the US Virgin Islands. PPS provided 3 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of this exercise, PPS delivered the Final Exercise Report and provided all required HSEEP documentation to the HOVENSA Refinery.

Exelon Corporation: Multiple Exercise Contract.

From July through December 2004, PPS designed, developed and executed 2 PREP exercises, 1 SPCC exercise, and 2 PREP/Security Exercises for six facilities in Texas, Pennsylvania, and Maryland. The exercises only included those personnel in Exelon but were designed to incorporate role playing of outside agencies while Exelon and their facilities developed their response structure and tested the effectiveness of the structure in a non-threatening environment. Two exercises integrated Oil Spill and Security exercise and met both the PREP and HSEEP exercise requirements. Reports for these two exercises met both the HSEEP and the PREP report format requirements. The rest of the exercises met the PREP requirements for Oil Spill Worst Case Discharge exercises and the PREP reporting requirements.

The Office of Pipeline Safety (OPS)

Recognized our experience, expertise, and commitment with the award their contract for unannounced PREP exercises and the integration of the new security measure guidelines into that program. The contract, DTRS56-02-C-0002, was a cost plus multi-year award for approximately 1.4 million dollars. We have to date conducted 3 exercises and have 5 more exercise scheduled before then end of the fiscal year. We developed the prototype formats for these exercise, all of which incorporate security aspects. We continue to work closely with the Contract Office Technical Representative to refine and advance these prototypes. Recently OPS has exercised their option to renew the contract for another year

The US Coast Guard Seventh District

Recognized our forward thinking approach to multi-element incident exercises. The Coast Guard has engaged our services five times within the past year specifically for the more complex exercises. We developed an exercise/workshop to provide a mechanism for them to explore the new MARSEC conditions. It was a one-day event, scenario driven (terrorist threat/chemical release) to examine the new security levels and measures to be implemented. We developed 3 mass migration exercises. This unique exercise sequence of exercises progressed from a totally internal (Coast Guard only) exercise, to the last exercise, which explored the new Security Task Force Concept from the Department of Homeland Security. Over 20 different Federal, State, and Local agencies participated. Finally, we produced 2 high capacity passenger vessel (cruise ship/ferry) exercises. The first was conducted in St. Thomas, USVI and dealt with the issues resulting from an incident that occurs in foreign waters and drifts into US waters. The second was a terrorist generated marine casualty involving a cruise ship entering Key West, Fl. This was a complex exercise involving over 3500 passengers and crew from the simulated vessel. The issues of crew composition, (Indonesian, Pakistani, Croatian, Italian), passenger make up of over 52 nationalities, were coupled with the impact of a continuing security threat throughout the industry and an oil spill resulting from the explosion.

The Transportation Security Administration

We recently designed and executed a one-day exercise/workshop sponsored by TSA and hosted by AMTRAK and the Union Station Redevelopment Corporation in Washington, DC. It consisted of three on site design meetings culminating in an exercise that involved over 25 Federal and District Agencies and the relevant industry organizations. The scenario involved a terrorist generated explosion aboard a passenger train at Union Station. The exercise progressed through all three modules. Prevention, which addressed an elevated security level and implementation of additional security measures, Incident Management, which addressed the multi-agency response to a significant casualty incident and the associated disruption of the northeast rail corridor, and Restoration, which dealt with the issues of restoring service in the short and long term.

PPS and our staff have been clear leaders in exercise design and execution both in the commercial and government arena. Our teaming with Transas USA has brought exercises and incident simulation to new heights. Immediately upon completion of the major upgrade, PISCES 1.5, plans were on the drawing board for a complete version upgrade. Specifications for PISCES 2 for outlined and work commenced immediately.

California Maritime Academy.

Transas USA, supported by PPS was awarded a major contract with California Maritime Academy for the installation of a complete Crisis Management System with both 2 and 3 dimensional incident simulation, exercise capabilities, and training. This award has again added to PISCES 2’s wide range of capabilities. Providing a core GIS based simulation system coupled with modeling tools for simulations of, oil spills, chemical releases, explosions, search and rescue, and more. The system is evolving into an incident simulation and exercise system for any type of incident. The addition of street maps, topographical maps, and aerial views to the already impressive nautical chart base makes PISCES 2 applicable anywhere in the US. For that matter the system is applicable worldwide.

The US Coast Guard

Recently purchased the advance version of PISCES 2. Both PPS and Transas USA have the proven capabilities of project management, on time delivery, and customer satisfaction.

ChevronTexaco Corporation: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In November 2001, PPS personnel conducted two (2) on site design meetings to develop a SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Conducted a two (2) day tri-annual Worst Case Discharge PREP Tabletop Exercise for the Texaco Corporation. Exercise involved participation by Federal (USCG, NOAA, USFWS, US Park Service & MMS), State (LA, AL & MS) and local response agency participants, as well as local and national elements of the Texaco Emergency Response US Team. Conducted Mock Press Conference during the exercise. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to ChevronTexaco Corporation.

PPL, Martins Creek Steam Electric Station, LLC: Conducted ICS Forms Training and PREP SMT Tabletop “Worst Case Discharge” Pipeline Exercise.

In March 2002, PPS designed, developed and conducted Incident Command System (ICS) forms training, and a 1-day PREP SMT Tabletop ”Worst Case Discharge” Pipeline Exercise for the PPL Interstate Energy Company. This exercise involved approximately 20 participants from PPL IEC, PPL Corporate, Norfolk Southern Railroad, PA DEP, US EPA and Oil Spill Removal Organizations (OSRO’s). PPS provided 2 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of this exercise, PPS delivered the Final Exercise Report and provided all required PREP documentation to PPL Interstate Energy Company.

BP Decatur Works: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In June 2001, PPS personnel conducted one (1) on site design meeting to develop a SMT Tabletop Worst Case Discharge Exercise to meet National PREP Guidelines. Conducted a one (1) day tri-annual Worst Case Discharge PREP Tabletop Exercise for the BP Decatur Works Chemical Facility. Exercise involved participation by Federal (TVA, USFWS, USCG & US EPA), State (Alabama Dept. of Environmental Management) and

local response agency participants, as well as local and national elements of the BP Americas Response Team (BART). Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to BP Decatur Works.

Reliant Energy: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In October 2001, PPS personnel designed anddeveloped a SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Conducted a one (1) day Annual PREP Tabletop Exercise for the Portland Station. Exercise involved participation by Federal (USCG & US EPA), State (PA DEP & NJ DEP) and local response agency participants, as well as local and corporate elements of the Reliant Energy Company. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to Reliant Energy.

Mirant Kendal Station: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In August 2001, PPS personnel designed and developeda SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Conducted a one (1) day Annual PREP Tabletop Exercise for the Mirant Kendall Station. Exercise involved participation by Federal (USCG & US EPA), State (Massachusetts) and local response agency participants, as well as local and corporate elements of the Mirant Energy Company. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to the Mirant Kendall Station.

Amerada Hess Corporation: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In October 2001, PPS personnel conducted IncidentCommand System Review (2 Hours) and designed and developed a SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Conducted a one (1) day Annual PREP Tabletop Exercise for the Amerada Hess Corporation Port Reading Refinery. Exercise involved participation by local response agency participants, as well as local and corporate elements of the Amerada Hess Corporation. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to the Amerada Hess Corporation.

PPL, Martins Creek Steam Electric Station, LLC: Conducted ICS Training and PREP SMT Tabletop “Worst Case Discharge” Exercise.

In November 2001, PPS designed, developed andconducted Incident Command System (ICS) training level I-100, and a 1-day PREP SMT Tabletop ”Worst Case Discharge” Exercise for the PPL Martins Creek Steam Electric Station in Bangor, PA. This exercise involved approximately 12 participants from the PPL Martins Creek, PPL Corporate, and Oil Spill Removal Organizations (OSRO’s). PPS provided 2 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of this exercise, PPS delivered the Final Exercise Report and provided all required PREP documentation to PPL Martins Creek Steam Electric Station.

Seventh Coast Guard District (opx): Conducted SAREX Tabletop Exercise.

In February 2002, PPS personnel conducted one (1) on site design meeting to develop a Search & Rescue Exercise (SAREX) Tabletop to meet goals established by the USCG 7th District Office (opx). Conducted a one (1) day Search & Rescue Tabletop Exercise for the USCG. Exercise involved participation by Federal (USCG, US Park Service, USFWS), US Virgin Island Territorial response agencies, and British Virgin Island response agencies. Facilitated comprehensive exercise debrief. Developed & delivered Interim Final Exercise Report to the Seventh Coast Guard District (opx).

U.S. Generating Salem Harbor Station: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In October 2000 PPS personnel designed and developed a SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Conducted a one (1) day Annual PREP Tabletop Exercise for the US Generating Salem Harbor Station. Exercise involved participation by Federal, State and local response agency participants, as well as local and corporate elements of the US Generating Company. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to U. S. Generating Salem Harbor Station.

Jensen and Associates: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In October 2000, PPS provided technical support to Jensen & Associates in the conduct of a 1-day PREP SMT Tabletop Exercise for Hess Oil in Woodbridge, NJ. The exercise was conducted during a SMT training course for Hess Oil. The exercise involved approximately 25 participants. PPS provided 1 technical support person to develop and conduct the exercise oil spill trajectory using the oil spill simulator model, and develop an Exercise Support Manual that included: the exercise scenario, weather data, tide and current information.

BP Shipping: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

PPS personnel have conducted two (2) on site design meetings to develop a SMT Tabletop Worst Case Discharge exercise to meet National PREP Guidelines. Developed draft Exercise Plan for review by Design Team. One final on site design meeting, and the conduct of the exercise require completion.

Clean Caribbean Cooperative: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In March 2001, PPS provided personnel to conduct two (2) on site design meeting to develop a SMT Tabletop Oil Spill Exercise to meet International Oil Spill Objectives. Conducted a one (1) day tri-annual Oil Spill Tabletop Exercise for the REFIDOMSA Refinery and the Dominican Republic Navy. Exercise involved participation by numerous Dominican Republic agencies. Facilitated comprehensive exercise debrief. Developed & delivered Final Exercise Report to Clean Caribbean Cooperative.

HOVENSA LLC: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

From March through May 2000, PPS designed, developed and conducted a 2-day PREP Industry-Led Area Exercise for the HOVENSA Refinery in Christiansted, St. Croix in the US Virgin Islands. During the design phase of this exercise, PPS facilitated a 2-day design team meeting that was attended by the participating commercial, federal state and local agencies. This exercise involved over 130 participants from the HOVENSA Refinery, Oil Spill Removal Organizations (OSRO’s), Federal representatives from the US Coast Guard Marine Safety Office in San Juan Puerto Rico, US EPA representatives from Region 2, and territorial representatives from the US Virgin Islands. In addition, approximately 30 observers attended from throughout the Caribbean region. PPS provided 3 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of this exercise, PPS delivered the Final Exercise Report and provided all required PREP documentation to the HOVENSA Refinery.

Exelon Power: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

In December 2001, PPS designed, developed and conducted Incident Command System (ICS) training level I-100, and a 1-day PREP SMT Tabletop ”Worst Case Discharge” Exercise for the Exelon Power, Cromby Station. This exercise involved approximately 20 participants from various Exelon Facilities and Oil Spill Removal Organizations (OSRO’s). PPS provided 2 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of this exercise, PPS delivered the Final Exercise Report and provided all required PREP documentation to Exelon Power.

BP Amoco Corporation: Conducted PREP SMT Tabletop “Worst Case Discharge” Exercise.

From March through May 2000, PPS designed, developed and conducted a 1-day PREP SMT Tabletop Exercise for the BP Amoco Refinery in Yorktown, VA. In addition PPS conducted ICS training level I-100 for all participants on the day of the exercise. During the design phase of this exercise, PPS facilitated a 1-day design team meeting that was attended by the participating agencies. This exercise involved approximately 25 participants from the BP Amoco Refinery, Oil Spill Removal Organizations (OSRO’s), and invited guests. PPS provided 2 technical support personnel to design, develop and conduct the exercise, and compile exercise evaluation data. Upon completion of the exercise, PPS delivered the Final Exercise Report, and provided all required PREP documentation to the BP Amoco Yorktown Refinery.
